CHAP is a workforce model, a regulatory system, and a funding strategy to strengthen and advance rural health care and targets specific social determinants of health. We help our partners manage all three.

Multi-year expansion plans, readiness assessments, concept notes, and decision frameworks that give Tribal leadership, boards, and state partners a clear picture of what CHAP will require and what it will deliver. Our plans are written to be used — by the people who have to implement them and the people who have to fund them.

Certification board development, bylaws and succession structures, standards and rulemaking, and the review-and-recommendation processes that keep CHAP governed, designed, and led by Tribes. We have helped stand up and strengthen certification bodies at the Area and national level.

Federal and state funding pathways, including Medicaid reimbursement and state transformation programs; grant and proposal development; and the design of
formula-based, criteria-driven funding distributions when a Tribal organization is serving as an administrative hub for multiple Tribes and health organizations.

Hands-on support for Tribes launching Community Health Aide, Behavioral Health Aide, and Dental Health Aide programs — process mapping, academic and clinical partnerships, clinical integration, onboarding, CHAP learning sessions for communities and tribal leadership, and workforce pipelines. We also design and deliver convenings, symposium sessions, and training that meet people where they are, including those new to CHAP funding and regulation.

Analysis, position materials, and partner engagement that defend Tribal authority and Area flexibility within CHAP, and that help Tribes engage federal and state decision-makers with clarity and confidence.
